Officer imprisoned for sex with child rape victim dismissed

A Metropolitan Police Service (MPS) officer has been dismissed following his conviction for having sex with a vulnerable child.

James Evans, 26, was given a four-year prison sentence in August after having intercourse with a girl he knew was 15-years-old and a rape victim.

During his trial, Isleworth Crown Court was told the girl performed a sex act on Evans in a car as he drove her home from a meeting with child mental health services.

Despite knowing her age and circumstances, he took the girl to his flat in Ruislip, west London, where they had full intercourse.

The Ealing borough officer was arrested in January after the victim`s mother reported the activity.

He was charged with six counts of sexual activity with a child between December 31, 2015 and January 28, 2016 while off-duty.

The court heard how the abuse had a severe effect on the victim, resulting in several hospital admissions after overdosing of sleeping pills.

Rt Hon Judge Robin Johnson told Evans: “Before any sexual activity, you knew she was a vulnerable young girl. Nevertheless, you allowed your own desire to overcome your better judgment. The reason why Parliament and the public take this kind of offending so seriously is because the harm caused in these cases is incalculable. Her victim impact statement makes for sad reading, and I have no doubt this episode has caused her serious psychological harm.”

He received a four year sentence and was placed on the Sex Offenders Register for life.

At a special case misconduct hearing held on Friday (October 28) Evans was proven to have failed to meet the required standards of professional behaviour.

Assistant Commissioner Helen King, lead for professionalism and chair of the hearing, said: “The offences PC Evans has been convicted of are very serious, as is reflected in a four-year term of imprisonment. He exploited a girl he knew to be vulnerable and, as she knew he was a serving police officer, abused his position.

“Sexual exploitation of young people, particularly by those in positions of power and influence, has long been very seriously under reported. The police service, with other public and third sector bodies, is working exceptionally hard to remove barriers to reporting and undertaking proactive investigations and preventative work to protect young people from such harm.

“For a police officer to commit such offences is inevitably going to have a serious detrimental impact on the confidence of victims and the wider public to report concerns. PC Evans has undermined the work of colleagues to build that trust. Critically, he has victimised a young girl and broken the laws he was entrusted to enforce on others. The only outcome in this case is for him to be dismissed without notice.”
