Colin Papworth was suspended for the duration of a confidential internal hearing into his role in the forces job evaluation scheme in 2005. Civilian staff were angered by the possible re-grading of their roles as they could have faced losing thousands of pounds in income.
The force backed down on the matter and an Independent Police Complaints Commission (IPCC) investigation will take place.
Chief Constable Maria Wallis was also under investigation for her role in the evaluation, but resigned in 2006. Assistant Chief Constable Caroline Winter, who was also being investigated, has since retired and therefore inquiries have ceased.
Devon and Cornwall Police said the pay review had been designed with the intention of ensuring staff were paid fairly.
The force has released a statement saying: Now that the disciplinary process has concluded the (police) authority and constabulary look forward to the IPCC publishing its final report into the job evaluation process as soon as it is in a position to be able to do so.
IPCC Commissioner Rebecca Marsh said: The IPCC can confirm that following the investigation into the job evaluation scheme all outstanding discipline matters have now been dealt with. The police authority has concluded its discipline process for Colin Papworth, who has today been told the result.
She added that the IPCC is preparing its report for publication and will also meet key internal stakeholders to answer questions about the investigation.
