The East Midlands Strategic Commercial Unit (EMSCU) is tendering for framework agreement that “encompasses a complete solution for post-event video forensics and analysis” (‘video analytics’) for law enforcement and security.

The notice, issued on behalf of the 43 forces in England Wales and other UK LEAs (law enforcement agencies) says the EMSCU requires an “advanced video analytics solution for retrospective viewing of multiple CCTV formats to support video evidence process”.

“The solution will cover video conversion, management, GUI (graphical user interface) and multiple video analytics capability including, but not limited to, motion, face detection and subject re-identification attributes,” it adds.

It says the successful supplier will need to provide video search capability over multiple CCTV sources, regardless of camera type, video format, lighting conditions and camera angle, in conjunction with motion detection to allow a reviewer to seek out and track down subjects of interest, working through high-volume video data seized in the course of an investigation.

The video analytics platform will need to incorporate a case management feature to manage, share and analyse the data, and produce reports on the outcome of that analysis.

The EMSCU was formed in July 2012 and brings together the commercial/procurement specialists from the three forces of Nottinghamshire, Northamptonshire and Derbyshire.
