West Yorkshire appoint new ACC

Russ Foster has been appointed as the new assistant chief constable of West Yorkshire Police, it has been confirmed.

Mr Foster, who is currently assistant chief constable at Northamptonshire Police, will take up the same role in West Yorkshire once a replacement has been found.

He joined Northamptonshire Police in June 2013 having previously served with Nottinghamshire Police and Derbyshire Constabulary.

Currently he holds responsibility for specialist crime and territorial policing, while previously covering portfolios for criminal justice and professional standards.

Northamptonshire Chief Constable Adrian Lee said Mr Foster was moving for both professional and personal reasons.

“Russ has successfully managed a broad operational portfolio and made a significant contribution to the work to improve the force’s performance”, he said.

“The timing of his move from Northamptonshire has yet to be agreed but, in the meantime, the recruitment of a new assistant chief constable is being progressed and Russ will continue to lead key aspects of the force’s activity.”

Police and crime commissioner for Northamptonshire Adam Simmonds added: “Russ is a talented officer who has made a substantial contribution in a short amount of time and I wish him well.”

As a chief superintendent in Derbyshire Mr Foster led on corporate services, community safety and a force wide business change programme, he was also the force lead on serious and organised crime and during his time in Nottinghamshire Police led a number of homicide enquiries.

He also has significant experience as an investigator having served in every rank from detective constable to detective superintendent.

Mr Foster said: “I am delighted to be joining West Yorkshire Police and I don`t for one minute underestimate the challenge. I hope that I can bring my experience and passion for policing to bear in West Yorkshire Police and complement the chief officer team.”

Temporary Chief Constable of West Yorkshire Dee Collins added: “I and my chief officer colleagues are delighted to welcome Russ to the team. He joins us at a time of significant change and challenge, bringing with him skills and experience that will help carry the organisation forward.”
