Next generation of covert policing technology

South Wales Police is upgrading its intelligence technology with the abmpegasus covert human intelligence sources (CHIS) management solution from ABM UK.

Brian Summers, acting detective inspector at South Wales Police, said: “With our force comprising six basic command units serving a population of 1,225,900 people, covert policing methods carry significant cost and can often fail to generate the required ‘intelligence’.

“As the force has been successfully using ABM products for the past nine years, the decision was made to replace the existing intelligence system with the abmpegasus platform.

“Through ABM’s next generation CHIS management module, the ability to effectively manage covert human intelligence sources will be significantly increased.”

The software will provide a new management platform for South Wales Police, ensuring that intelligence data is managed more effectively, while also complying with regulatory directives, such as the Regulation of Investigatory Powers Act 2000, as well as best practice for the benefit of both officers and the public.

Alastair Luff, managing director of ABM UK, the specialist provider of covert intelligence solutions for police forces, said: “The new abmpegasus framework will provide increased results for intelligence within South Wales Police and will provide the service with future expansion capability into other core covert services.”

The configurable, module-based application improves the interaction between officers and IT policing software.

The suite supports a wide range of UK operational policing processes in compliance with the National Intelligence Model, ISS4PS and UK legislation. The component based architecture, developed in Java/XML, delivers a centralised repository through Oracle’s Virtual Private Database (VPD), ensuring security to CESG standards and enforcing the ‘need to know’ principle. In-built validation improves data quality while reducing implementation timescales and costs.

ABM software also ensures compliance with the Management of Police Information (MoPI) code of practice in the UK and facets of the European Human Rights Act.
