New director for NPIA citizen and neighbourhood policing team

ACC Steve Mortimore from Avon and Somerset Constabulary has been appointed the NPIA’s new Citizen Focus and Neighbourhood Policing Programme director. He took up his new post on July 7, 2008.

He replaced ACC Jerry Kirkby who returned to his home force in Surrey after spending three years with the programme.

Mr Mortimore said: “I am absolutely delighted to have been selected to lead the NPIA team in the further development of the Neighbourhood Policing (NP) and Citizen-Focused Policing (CFP) programme. I recognise that a great deal has been achieved so far with the roll-out of NP teams across the country but there is still much to do particularly in relation to CFP.”

He added: “I believe that this is one of the most important programmes of work for the police service as it addresses the key issues of public satisfaction and public confidence in policing.”

Mr Mortimore joined Avon and Somerset from Dorset Police in 2003 where he had been assistant chief constable.

He began his policing career with Sussex Police and was promoted to patrol and firearms sergeant at Gatwick Airport. He spent 18 months as a trainer at the Regional Police Training Centre in Ashford.

Mr Mortimore transferred to Dorset Police after nine years with Sussex rising through the ranks to be promoted to superintendent at Her Majesty’s Inspectorate of Constabulary, London, in May 1999.

Mr Mortimore returned to Dorset in June 2000 and was responsible for introducing the National Intelligence Model across the force.
