As a detective chief superintendent at the Metropolitan Police Service (MPS), she has been responsible for tackling serious and organised crime threats including cyber, fraud, money laundering, modern slavery, online child sexual exploitation and violent robbery.

Announcing the appointment, City of London Police Commissioner Pete O’Doherty said: “Tor is a phenomenal senior leader who brings a huge amount of specialist knowledge, skills and experience and will join my chief officer team at a time when our coordination as national lead force for fraud and policing lead for cybercrime has never been more important.

“From co-founding Police Now to becoming a Fulbright scholar, I have witnessed the incredible achievements of Tor over the years; she is a proactive agent of change and I am confident she will contribute greatly to the continued evolution of the City of London Police and delivery of its national responsibilities.”

Commander Garnett said: “I am delighted to be joining the City of London Police and I’m looking forward to working within such strong partnerships, learning from highly professional officers and staff and building on the remarkable work to tackle fraud, cybercrime and money laundering nationally to protect the public.”

She joined the MPS in 2008, as a police constable in the London borough of Hackney’s Emergency Response Team. She has risen through the ranks as both a detective and uniformed officer, including roles as senior investigating officer in the Counter Terrorism Command and Deputy BCU Commander for Westminster, Kensington and Chelsea and Hammersmith and Fulham. She co-founded Police Now, and designed and delivered the inaugural training academy and curriculum.

Commander Garnett will report to Nik Adams, following his appointment as Deputy Commissioner in December 2024.
