Following extensive trials, the manual recording of MOT tests is being replaced with a computer-based system, whereby the records of all MOT test results will be held on a secure central database. Gradually all MOT testing stations will transfer to this computerised system. The scheme is being supervised by The Vehicle and Operators Services Agency and will operate through a private finance initiative with Siemens Business Services. They will provide, operate and maintain the database and will supply computer equipment to all MOT Testing Stations free of charge. All staff using the new system will receive training.

Along with the introduction of the database, the initiative will also introduce the following changes:

u The MOT certificate will now be a printed document which will mirror the information held on the database.

u The certificate will have a peel off window sticker to remind motorists of their MOT renewal date and will also show any additional work which is recommended.

It is hoped that the new computerised system will:

u Improve testing standards, thereby reducing the risk of unsafe vehicles on the road.

u Reduce theft and fraud associated with MOT certificates.

u Improve garage administration.

u Improve consumer protection and confidence in the MOT test.

u Enhance supervision of the way MOT tests are conducted.

In addition, motorists will be able to check the MOT status of any vehicle they own or are considering buying by either visiting www.motinfo.gov.uk or calling the MOT status line on 0870 330 044. (If you are buying a second hand vehicle and want to check its MOT status you will need the registration mark of the vehicle and either the test number from the new style MOT test certificate or the document reference number from the VSC registration certificate). This facility will be available later this year.

It is anticipated that all garages will be recording MOT results on the new centralised database and issuing the new receipt style MOT test certificate by October 2005.
