Major honours shared with senior officers, specialist staff and volunteers

The Queen`s Birthday Honours include major awards for a `super recogniser` member of police staff, founder of the Society of Evidence Based Policing and a senior Special Constabulary officer who responded to the London Bridge terror attack.

Police Scotland Deputy Chief Constable Rose Fitzpatrick has received the highest award handed to policing in this years’ birthday honours, as she is appointed Commander of the British Empire (CBE).

And Chief Superintendent Alex Murray from West Midlands Police (WMP) was one of four officers or members of police staff to be appointed an Officer of the Order of the British Empire (OBE).

Ms Fitzpatrick began her career at City of London Police in 1987, working her way up to chief inspector before transferring to the Metropolitan Police Service (MPS) in 1998 on promotion to superintendent.

In 2005, she was promoted to deputy assistant commissioner, serving in the Diversity Directorate.

Ms Fitzpatrick was appointed to her current role when Police Scotland was established on April 1, 2013.

She said: “This is a great and very humbling honour. Like so many police officers, I’m inspired by the people I work with and by the love and support of my family.

“I believe policing really matters to our communities and I know it’s a privilege as well as a joy to work every day with amazing colleagues and partners as we all do our best to keep people safe.”

Chief Supt Murray joined WMP in 1996 where he worked in both Criminal Investigation Department and uniform roles around Birmingham, Coventry and Wolverhampton. Chief Supt Murray is also the founder of the Society of Evidence Based Policing (SEBP), and has been recognised by George Mason University’s Centre for EBP as well as receiving the Superintendents award for Excellence in Policing.

Also appointed an OBE is MPS HR Director Clare Davies, who is responsible for resourcing, workforce planning and employee relations.

She is the national police lead for workforce futures, which includes promoting new approaches to the police employment framework.

Ms Davies joined Surrey Police in 1991 and became Assistant Chief Officer in 2010, before joining the MPS three years later as deputy HR director.

She was appointed HR director in February 2015, and is credited with achieving substantial savings and led major workforce reforms, such as the introduction of the Direct Entry Superintendent and Police Now programmes.

“As a member of police staff and a HR professional, it continues to be a privilege and absolute honour to work in public service and support such a professional police workforce to keep our communities safe,” Ms Davies said.

The list of recipients also included a British Transport Police special chief inspector who has been awarded a British Empire Medal (BEM).

Working in policing since 1994, 43-year-old S/Chief Inspector Steve Greenwood volunteered 573 hours to BTP last year.

He juggles his role with a full-time job as a facilities and travel manager for an investment firm, and volunteered 22 hours over two days following the London Bridge terror attack.

S/Chief Insp Greenwood said: “I’m absolutely honoured to be recognised. I found out about eight weeks ago – my husband and I came home and there was a letter there from the Cabinet Office – so we opened it together. It’s been interesting trying to keep it quiet since!”

Other police officers on the list include Police Service of Northern Ireland (PSNI) Sergeant Gwyneth Buchanan, who was appointed Member of the Order of the British Empire (MBE).

Sgt Buchanan has been a serving officer for 28 years, and was one of the first to specialise in supporting victims of domestic abuse through the criminal justice process.

Four National Crime Agency officers have also been recognised in the awards including Eamon Fanning, Danny Murphy and Stuart Copley who also are appointed MBE.

Gavin Lambert, the NCA`s Head of Information Department, becomes Medalist of the Order of the British Empire (BEM). He is also chairman of trustees of charity
