Investigating officer in complex child sexual offence case named Detective of the Year at Federation Awards

An officer who showed “huge dedication” in a large, complex child sexual offence investigation has been named Detective of the Year at the 2025 Hampshire Police Federation Awards.

Detective Sergeant Andy Panter was the deputy senior investigating officer on a “harrowing investigation” into child sexual offences across multiple borders.

As part of his work he had to carry out a full review of significant amounts of material, including thousands of lines of communications data relating to the exchange of indecent images of children.

The Federation said the officer “displayed meticulous attention to detail and had to work long hours under pressure to bring the perpetrators to justice”.

After taking over the investigation, Det Sgt Panter identified a wealth of new evidence, new suspects and new potential victims, as well as more than 300 lines of inquiry that needed to be completed quickly; including managing the examination of 75 phones and devices.

When he heard he had won the Federation award, Det Sgt Panter said: “I was flattered and humbled, considering all the excellent work that goes on within the force. I’m really pleased to be recognised for what was a difficult investigation.”

Hampshire Police Federation chair Spencer Wragg said: “Andy is an excellent detective, and showed huge personal commitment to this long, complex and harrowing investigation. He should be very proud of his work, which will help protect some of the most vulnerable people in society.”
