Essex appoints new DCC

Essex Police has announced Matthew Horne as the force’s new deputy chief constable.

Essex Police has announced Matthew Horne as the force’s new deputy chief constable.

Mr Horne is currently an assistant chief constable leading Kent and Essex’s joint serious crime directorate.

He joined the Metropolitan Police Service (MPS) in 1989 and remained with the force until 2014.

Mr Horne has worked in a wide variety of roles including in the homicide and serious crime command, as well as a hostage and crisis negotiator.

In June 2008, he transferred to the specialist crime directorate as detective superintendent where he ran several specialist inquiries for the MPS, including the investigations into MPs and Peers` expenses and the Pakistani cricket team corruption case.

In December 2010, Mr Horne was given the lead crime response to the Royal Wedding, he was also the senior police team lead to the Leveson inquiry.

He was appointed as Hackney borough commander in April 2012.

Essex Police Chief Constable Stephen Kavanagh said: “Matt`s passion for policing, strategic awareness and leadership skills stood out during an extremely competitive process and he will make a fantastic deputy chief constable. He inspires loyalty, encourages new ideas and leads from the front.”

Essex police and crime commissioner Nick Alston said: “Matt is an exceptional police officer who has already demonstrated his leadership qualities and professionalism.

“He is an outstanding officer who I am confident will strongly support Chief Constable Kavanagh to meet the challenges that the next few years will inevitably bring and lay the foundations for the future of the force.”

Mr Horne will succeed current Deputy Chief Constable Derek Benson, who is retiring this October.
