This Operations and Intelligence role supports and delivers across four thematic teams: Training; Capabilities; Operations; and Performance & Development, to support, strengthen and assure the police response to CBRN Terrorism. This is a critical function and we are looking for a suitably experienced substantive Police Inspector to manage the National CBRN Centre’s Operations and Intelligence Team. It is a hybrid role with Non-Operational core responsibilities but with operational on-call requirements and deployments nationally where necessary. This role is offered as a 2 year national secondment or transferee opportunity.
The role
The position has responsibility for the production, review and delivery of advice, guidance and doctrine in support of the emergency service response to a CBRN event.
Responsibility for the implementation and management of the NCBRNC Duty Officer cadre providing call handling advice and support at operational, tactical and strategic levels 24/7 to the UK police service and wider partners.
Through strong partnership working, maintains and tests all CBRN reach-back and support functions across all critical partners. You will undertake regular assessments and assurance of connectivity, including out of hours provision of partners. Also maintaining training and development of all Duty Officer cadre in line with the bespoke role profiles across operational, tactical and strategic level.
Maintain strong working relationships across the UK intelligence community by preparing and delivering intelligence briefings to NPCC CBRN Strategic Lead, DACSO (Protect & Prepare) and on Strategic, Tactical & Operational Command Courses. Assurance of UK CBRN Operational preparedness through effective management of CBRN Operations Centre during live/planned incidents and having responsibility to activate “steady state” to “heightened state” plans.
All NCBRNC Inspectors are required to undertake the Duty Manager function, this includes 24/7 on call responsibilities to support a response to international, national and local CBRN incidents. Duty Managers will also be required to command NCBRNC operational resources (e.g. Inland RN and Detection Identification Monitoring teams) which are available for immediate deployment to both live and protective security operations.
Responsibilities
- Contribute to the overall vision & mission of the NCBRNC.
- Maintain a high level of subject knowledge in multi-agency CBRN response and wider CT Policing.
- Ensure the provision of the 24/7 NCBRNC Operations Centre service, including complex, intricate and specialist ICT systems.
- Oversight and management of intelligence products in accordance with Information Security requirements.
- Deliver CBRN Protect & Prepare Counter Terrorism strategy across emergency services and partners.
- Ensure effective interpretation and use of intelligence to inform NCBRNC outputs across UK Policing and partners.
- Build and develop multi agency relationships.
- Support multi-agency partners in developing and sustaining CBRN capability.
- Ownership, awareness and oversight of multiple work-streams impacting on CBRN capability & capacity, internal and external.
- Ensure continued staff development in line with organisational priorities.
- Represent NCBRNC in engagement with a wide variety of stakeholders at Operational, Tactical, Strategic, National and International levels.
- Represent NCBRNC within the CT Protect & Prepare network.
- To manage day to day, the members of the Operational Capability.
- Deliver triage requests for operational support to CBRN related incidents across the UK.
- Work with scientific, clinical and operational partners to understand requirements, limitations and parameters of deployments.
- Work with internal and external departments within CT Policing to ensure operating model is cohesive to responsibility of existing units.
- Identify vulnerabilities and opportunities to ensure operational capability is fit for purpose.
- Detection capability user specification design reviews.
- Support to Home Office procurement process.
- Understand and develop the training requirements of the operational team.
- Perform frequent National on-call duties as part of a Cadre of suitably trained officers and be required to hold a valid UK driving licence, being currently trained and qualified to drive a police vehicle for emergency response purposes during periods of on-call.
- Be prepared to occasionally deploy in support of UK CBRN Operations at short notice for potentially extended periods of time.
- If not already qualified, the post-holder will be expected to attain qualification in CBRN Tactical Command and CBRN Tactical Advisor.
- Provide support to other NCBRNC business areas as required.
- Be prepared to carry out any tasks that the Home Office, NCBRNC or other key partners across the UK with flexibility and diligence.
- Be prepared as directed to carry out any other tasks commensurate with role.
Skills and Competencies
Essential
- Knowledge of CBRN policy, tactics & techniques and recent experience in policing context of operating within a multi-agency CBRN environment.
- Qualified CBRN Operational Commander or CBRN Tactical Commander.
- Extensive experience of operating within a multi-agency environment.
- Up-to-date knowledge and experience across CT and operational policing.
- Developed Vetting will be mandatory to start in post.
- Current UK driving licence, standard/advanced police driving qualification and UK passport OR prepared to obtain these documents.
- Experience of producing useable performance and management information.
- Proficient ICT skills in Microsoft Office, Word, Outlook and in particular Excel Competent in the use of MS Office products (Word, PowerPoint, Excel, Outlook & Teams).
- Appropriate accreditation/qualification for operational and information security compliance.
Desirable
- CBRN Tactical Advisor qualification.
- IPP qualification.
- Operational Security qualification.
- Experience working with external intelligence partners.
- Knowledge of Project Management principles.

⇄ This position is offered as a 2 year secondment to West Midlands Police as host to National CBRNC and attracts Central service Allowance (CSA). Local accommodation will be provided if required. The post holder will be required to be part of an on-call cadre providing 24/7 cover one week in four.
This will necessitate remaining at weekends on site during the on- call period. You may be required to work occasional unsocial hours and be expected to visit various locations across the UK with overnight stays. International travel may also be required. To qualify, you must confirm in your application that you have received approval through the process established by your Chief Officer for secondments to another Force.
Security Clearance
⚠ This role is subject to successful completion of Security Checks vetting with mandatory Developed Vetting in role.
You must be a citizen of one of the following countries to work for Counter Terrorism Policing West Midlands (CTPWM). The UK (including Northern Ireland), USA, Canada, Australia or New Zealand. If you hold dual nationality, with one of those being British, you may also be considered.
For the purposes of safeguarding national security, applicants will be required to hold or acquire the appropriate national security vetting clearance as above, in line with Cabinet Office Policy, supported by Section 82(2) to (4) of the Police Reform Act (2002).
