IPCC to investigate Summers murder

The Independent Police Complaints Commission (IPCC) has confirmed that it will investigate contact made between Greater Manchester Police (GMP) and Katie Summers before she was murdered.

The Independent Police Complaints Commission (IPCC) has confirmed that it will investigate contact made between Greater Manchester Police (GMP) and Katie Summers before she was murdered.
It will look at how GMP dealt with complaints made by Ms Summers in the months leading up to her death.
Ms Summers was stabbed to death on October 9, 2008 by her ex-partner, Brian Taylor. He pleaded guilty to the murder on February 24, 2009, and was sentenced to life imprisonment.
In the week before Ms Summers’ murder, she had contacted GMP several times and officers from the force had attended her house on four separate occasions. There had been a history of domestic violence between Ms Summers and Taylor, and the fourth time officers attended the house, Taylor was arrested as he was wanted for an offence of criminal damage. However, the offence was not in connection with any incident involving Ms Summers and he was bailed pending further enquiries.
Ms Naseem Malik, IPCC commissioner for the North West, said: “Our focus initially will be on several incidents GMP dealt with after Ms Summers moved back into the area in the summer of 2007. However, we are conscious that there appears to have been a long history of domestic violence and we will want to know what information was on police computer systems about this and whether it influenced the police response.”
