Suppliers for the e-Borders programme

The e-Borders programme will be delivered by a Trusted Borders consortia made up of Raytheon Systems Limited (prime), Accenture, Detica, Serco, QinetiQ, Steria, Capgemini, and DAON.

As the prime contractor for the consortium, Raytheon will be responsible for systems integration, travel services and overall project management.

Serco, which specialises in providing infrastructure and process outsourcing services to the Government, will be responsible for infrastructure and service management. Serco already provides the Mycroft intelligence management system to the UK Borders and Immigration Agency.

Management consulting firm Accenture is responsible for training end users of the system and helping to measure the overall business benefits of the e-Borders programme. Accenture already works with border and identity management agencies around the world.

Detica, the information intelligence specialist, will handle intelligence and analytics services. It has worked for commercial, law enforcement and national security clients and recently carried out complex analysis of cross-border freight movements for HM Revenue & Customs.

Defence technology and security company QinetiQ will be responsible for security accreditation and human factors. It specialises in designing customer-facing processes and secure systems for the Government and has already developed Borderwatch for the Department for Transport. Borderwatch detects stowaways in vehicles using Millimetre Wave technology which, unlike X-ray systems, emits no radiation.

Consulting firm Capgemini, specialists in government business architecture design and implementation, will be responsible for the development of business architecture including the design of business processes, organisation structure and primary data flows.

IT services firm Steria will be responsible for the development of the Agency interfaces. Steria has extensive experience of European border management systems through programmes such as the Schengen Information System (SISII) and Visa Information System (VIS).
