Public call for evidence launched by the Independent Fairfield Review into the MPS

The Fairfield Review – an independent review into the Metropolitan Police Service (MPS) – has launched a public call for evidence.

The Review team is inviting individuals, community groups and organisations across London to share their experiences, views and insights of the MPS.

The Fairfield Review has been established to examine culture, leadership, standards, and public confidence in the MPS. It will assess progress made against recommendations made by Baroness Casey in 2023 including findings of poor behaviour and standards, racism, misogyny and homophobia. The Review will also consider what further action may be required to ensure the service delivers policing that is fair, accountable and trusted by all Londoners.

All contributions by the public will be carefully considered and handled sensitively.  This call for input from the public sits alongside a parallel call for MPS staff to provide evidence.

Dr Gillian Fairfield, the chair of the Review, said: “Public confidence in policing is fundamental to a safe and cohesive society. I want to hear from as many people as possible who have experience of the MPS – whether positive or negative – to ensure this Review is grounded in real evidence and direct experience. I particularly want to hear from people who have experience relating to

Issues highlighted in the Casey Review where Baroness Casey found “widespread bullying, discrimination, institutional homophobia, misogyny and racism, and other unacceptable behaviours which are a far cry from the high ethical standards the public rightly expects of its police officers.

The Fairfield Review is expected to report in the summer.

Mayor of London, Sir Sadiq Khan, said: “I welcome Dr Fairfield’s public call for evidence and encourage Londoners, community groups and organisations across the capital to share their views and experiences.

“The Met are making significant progress – bearing down on crime and violence, ridding the force of those unfit to serve and carrying out the strongest doubling down on standards in Met history.

“But I know there is more work to do and Dr Fairfield’s review will focus on the next steps of rebuilding public trust and confidence in the police. The voices of Londoners will be absolutely vital to this process, so we can build a police force that delivers for everyone.”

MPS Commissioner Sir Mark Rowley said: “Gathering the views of Londoners is a vital part of Dr Fairfield’s work. We know trust in the Met is rising and we can be proud of the progress that has been made. Since the Baroness Casey Review in 2023 we have delivered real improvements in culture, standards and performance. Our New Met for London plan is driving change; we have carried out the most extensive anticorruption clear out in British policing history, strengthened our public protection teams, launched commitments such as our Children’s Strategy and Stop and Search Charter, and driven down violent and neighbourhood crime across the capital. These reforms are helping to rebuild trust, and we are seeing the sharpest increases among young people and Londoners from Black and other ethnic minority backgrounds.

“But no one in the Met believes the job is done. Hearing directly from Londoners helps us understand what is working and where we need to go further. It allows us to shape a police service that reflects the needs and expectations of the communities we serve. That is why I jointly appointed Dr Fairfield to carry out this independent review; it is an opportunity to take an honest look at what has changed, where improvement is still needed and how we accelerate progress in the months ahead.

“I would encourage anyone with experience of the Met to take part in this call for evidence. Your views will help us continue to improve.”

The Review was set up in December 2025 by the Mayor and MPS Commissioner.
