Flexible ANPR coverage

In response to the challenging financial and service pressures facing police forces, Civica has developed a hosted re-deployable automatic numberplate recognition (ANPR) camera solution designed to provide a more flexible method of providing ANPR coverage.

It consists of:

•Intelligent ANPR cameras, including fully-managed service for deployment and installation of cameras;

•Secure network from camera to the Civica secure data centre; and

•Secure network connection from the Civica data centre to the police force and connectivity to ANPR back office.

Civica says traditional deployment of fixed-site ANPR systems can cost in excess of £30,000 per site and takes a few months to implement due to infrastructure lead times. As such, criminals could become aware of camera locations and take appropriate action to bypass them.

Civica’s hosted solution enables rapid deployment of cameras to support strategic operations. It says deployment time of cameras has dropped from months to weeks to days. Sites can be pre-installed so that cameras can be moved around as part of strategic plans to provide enhanced operational effectiveness and a higher return on investment, financially and intelligence. The cost per site is dropping to less than £10,000 for a fully-equipped location.

Re-deployable cameras in one force have resulted in:

•The discovery of an organised crime group;

•Nearly 20 per cent of all ANPR data captured in-force; and

•A high number of distinct journeys identified made by highest priority offenders.

Civica’s cloud-based solution provides a fast response and reduced cost to deploying manpower-intensive ANPR assets such as ANPR-equipped traffic cars or portable ANPR equipment.

Re-deployable ANPR cameras could also be used to test potential fixed camera locations prior to committing to the full costs of implementing a fixed ANPR site, and also provide verification information on the return on investment.

Council traffic departments could utilise the system to perform traffic counting or ad-hoc journey time surveys on routes of interest.
