A minister has revealed the Government is minded to include the
introduction of 2nd degree murder in its review of sentencing policy,
where an automatic life sentence is not mandatory.

Lord McNally, a Liberal Democrat peer and justice minister, told the House of Lords that the Secretary of State was sympathetic to proposals first outlined in a Law Commission report in 2006 that would give a degree of flexibility to the judiciary in this matter.
