Derbyshire Constabulary has appointed NDI Recognition Systems (NDI-RS) to provide fixed-site ANPR equipment and services as part of the recently-tendered framework agreement for the East Midlands region. The Derbyshire Constabulary framework agreement will be utilised by all the East Midlands police forces – Leicestershire Constabulary, Lincolnshire Police, Nottinghamshire Police and Northamptonshire Police – and the local authorities of Derbyshire, Leicestershire, Lincolnshire, Nottinghamshire, Northamptonshire and Rutland. NDI-RS was selected along with two other suppliers and scored the highest marks during the overall selection process.
To deliver the best ANPR results to the public sector, the Derbyshire Constabulary ANPR fixed-site framework agreement has chosen a high-quality and cost-effective solution from NDI-RS. The system comprises the newly-launched Scorpion pole-mountable Core II Duo processor, the high-performance neural network Talon ANPR engine and the impressive Cobra ANPR image capture systems.
As part of the framework agreement selection criteria, NDI-RS completed ‘live’ operational tests during day and night conditions. These tests resulted in NDI-RS averaging in excess of 96 per cent ANPR capture accuracy, well exceeding the NAAS compliancy requirements. As criminality does not stop when daylight turns to night, this solution ensures that the high-quality and accurate number plate reading ability of Talon can be delivered 24 hours a day, 365 days per year, supporting customers’ work around the clock.

ANPR solution ahead of its time
Scorpion was recently developed in-house by the NDI-RS research and development team. With many years of staff experience, prestigious clients and projects such as the London and Manchester ‘Rings of Steel’, NDI-RS was able to meet the high-level requirements for this fixed-site ANPR framework agreement. Scorpion features an 80Gb hard drive with an embedded Windows operating system, frame grabbers and the Talon ANPR Engine. The unit handles four separate video inputs and can transmit data using LAN, 3G, GPRS and other WLAN options.
Scorpion utilises a newly-developed, high-performance processor with multiple data capture transfer options, while maintaining a compact size. Its rugged and weatherproof engineered design provides an effective solution for all strategically-important ANPR sites around the UK.
Scorpion will also be deployed by Greater Manchester Police as another addition to the city’s ‘Ring of Steel’.

One stop for ANPR, PNC and mobile data
NDI-RS, working closely with UK-based sister company NDI Technologies Ltd, provides the synergy, multiple solutions and applications to the whole range of public sector organisations. NDI Technologies provides PNC services to 38 of the 42 police forces in England and Wales and seven of the eight Scottish forces, while powerful, easy-to-use, mobile data technology is available from NDI Technologies. Between the two companies, a full spectrum of law enforcement solutions is offered, including counter-terrorism, CCTV integration, operational policing and vehicle monitoring surveillance, mobile data and PNC solutions, which include training.
