IPCC investigates 1976 child murder

An investigation has been launched into North Wales Police’s handling of a 40-year-old child rape and murder case.

An investigation has been launched into North Wales Police’s handling of a 40-year-old child rape and murder case.

A man was jailed for the manslaughter of 15-year-old Janet Cummins in 1976 after her body was found in a school playing field in Flint.

However, North Wales Police referred itself to the Independent Police Complaints Commission (IPCC) after new evidence came to light linking Stephen Hough, 57, to the case.

Hough was charged with Janet’s rape, sexual assault and murder last September.

The IPCC will examine whether officers complied with rules in place in 1976 relating to the detention and interviewing of suspects.

It will also investigate how North Wales Police managed information that emerged in 2006.

IPCC Commissioner for Wales Jan Williams said: “This will be a complex investigation not least because of the passage of time, but it is important for all concerned that we independently investigate the case.”
